Acknowledgement This study was funded by the Royal Town Planning Institute as a commissioned study on "The Character of Conservation Areas". The complete report, and a summary volume, will be published by the RTPI. The contemporary response to the 1967 Act seems to have been very variable. It gained much support from local pressure groups and the Civic Trust, and it was supported in principle by many other commentators and organisations. The all-party support received by the Bill in Parliament was evidently reflected throughout the country as a whole. Little was written that was critical of the spirit of the Act. Yet, from the very start, its shortcomings in terms of the lack of resources for local authorities and the lack of financialincentives to encourage action were highlighted.
