    Funding

    Debt guarantee to enable private partner to raise funds from the local or international financial markets is an important success factor. Most PPP power projects are funded by the private sector by way of donors and development partners (). Government’s financial contribution has mostly been on the lower side. However, the provision of a debt guarantee is beneficial, as it empowers the private sector in raising funds from both the international and national financial markets (; ).
