    Abstract

    The world has suffered many catastrophes, from natural disasters to those caused by deliberate human actions, including war. Each is different in its speed, scale and severity. Each requires careful analysis to develop the appropriate response, and then a long-term and sustained effort in reconstruction. Despite these differences, there are some common factors that can help us to think about how we structure responses.
