Most PPP power projects are funded by the private sector by way of donors and development partners (; ). Government{\textquoteright}s financial contribution has mostly been on the lower side (). However, the provision of a debt guarantee is beneficial as it empowers the private sector in raising funds from both the international and national financial markets (). Fast-tracking approvals and permits required before project commencement has been established to be another significant CSF. A number of permits and approvals are required before power projects can proceed (). When these approvals are given on time and fast tracked, it contributes to project success. In Ghana a number of permits are required before construction works can proceed. Some of these are the Environmental Assessment Regulations, National Building Regulations and Fire Precautions among others (). National Building Regulations of 1996 (LI 1630) is required for the erection, extension or alteration of structures. Environmental Assessment Regulations of 1999 (LI 1652) is to cater for environmental assessment. Fire Precautions Regulations of 2003 (LI 1724) gives authority to the Ghana National Fire Service to ensure fire safety precautions and preventive measures are adhered to in premises and to ensure occupants can safely and quickly escape from a fire incident ().
