Policing those who sexually offend

    Abstract

    In March 2023, there were approximately 68,357 Registered Sexual Offenders (RSOs) in England and Wales (Ministry of Justice, 2023). Registration of those who had been convicted of a sexual offence was set out in the Sexual Offences Act 1997 (amended by the Sexual Offences Act 2003), where post-conviction, RSOs are required to register certain details (often known as the sex offenders register) and notify authorities of personal information such as name, address, date of birth and national insurance number (Pemberton et al., 2023). The Criminal Justice Act 2003 bolstered registration requirements and mandated the police to actively risk assess and manage RSOs living within the community (Mydlowski & Turner-Moore, 2023). The same Act also set out the provision for establishing Multi-Agency Public Protection Arrangements (MAPPA) within England and Wales and sought to categorise those who had been convicted or cautioned of a criminal offence; in this instance, RSOs were classified as MAPPA Category 1 (College of Policing, 2017).
