    This article sets out the circumstances in which clients may benefit from proper professional advice during plan preparation and examines the impact which professional representations can make on the content of such plans. The article is based on two research projects undertaken at the University of Manchester, both sponsored by the Economic and Social Research Council. One concentrated on an examination of the representations made by ninety-five landowners, during the preparation of statutory local plans in Cambridge, Greenwich, and Surrey Heath, while the other involved detailed analysis of 4,850 formal objections considered during the deposit and inquiry stages of sixteen separate local plans in five English regions.
